Hello, esteemed CARB Board Members and staff. I appreciate the
opportunity to comment today about the Electrify America Cycle 4
ZEV Investment Plan.

My name is David Thornburg, and I represent 4 Gen Logistics. I am
honored to work with 4 Gen, which has 44 charging stations for our
fleet of 70 ZEVs that deliver ocean-going containers in the SCAQMD.
At the end of this year, 4 Gen will be the nation's only class 8
drayage trucking company with a fleet of over 70 ZEVs that own no
diesel trucks. Electrify America built and paid for the charging
stations, which has made our transition to ZE possible. Together,
Electrify America and 4 Gen support the zero-emission delivery of
thousands and thousands of containers annually. 

Today, I am sending this comment to express our strong endorsement
of Electrify America and to ask for the Board's approval of the
Plan. This proposal entails crucial investments in California,
aiming to facilitate widespread and equitable adoption of ZEVs by
establishing public EV charging infrastructure. I have worked on
this project for several years and am thoroughly impressed with the
ability to build the network for 4 Gen.

Electrify America boasts the largest network of ultra-fast charging
stations, accessible to any EV driver seeking a quick and efficient
charge. In recent years, this network has played a pivotal role in
supporting California's rapid transition to electric vehicles.

These investments align with 4 Gen Logistics' goals, particularly
by offering charging networks to advance the adoption of ZEVs.
Moreover, they are significant for California's diverse drivers and
communities due to the proximity of charging locations throughout
the state.
