California Air Resources Board

The federal Clean Air Act requires areas that exceed the health-based national ambient air quality standards to develop State Implementation Plans (SIP) that demonstrate how they will attain the standards by specified dates.

In 2008, the United States Environmental Protection Agency (U.S. EPA) strengthened the 8-hour ozone standard to 75 parts per billion (ppb).  Sixteen areas in California were designated nonattainment in 2012. In 2012, U.S. EPA also strengthened the annual fine particulate matter (PM2.5) standard to 12 micrograms per cubic meter (µg/m³). U.S. EPA designated four areas in California as nonattainment for this standard. CARB will be considering SIPs for both of these standards in 2017.

Implementation of the State SIP Strategy

In March 2017, the Board adopted the  State SIP Strategy and directed staff to provide an annual status report on progress in implementing the strategy. This webpage provides information and links to the various efforts underway.

San Joaquin Valley Supplement to the 2016 State Strategy for the State Implementation Plan (Valley State SIP Strategy)

On October 25, 2018, CARB adopted the San Joaquin Valley Supplement to the 2016 State Strategy for the State Implementation Plan (Valley State SIP Strategy) describing measures and emission reductions to attain health-based federal air quality standards for PM2.5 in the San Joaquin Valley.

Revised 2016 State Strategy for the State Implementation Plan (State SIP Strategy)

On March 7, 2017, CARB released the Revised 2016 State Strategy for the State Implementation Plan (State SIP Strategy), describing the proposed commitment to achieve the reductions necessary from mobile sources, fuels, and consumer products to meet federal ozone and PM2.5 standards over the next 15 years. The State SIP Strategy proposes a suite of regulatory and incentive programs, referred to as State SIP measures, which, in combination with local actions, are designed to achieve the required emission reductions to meet federal air quality standards.

On March 23-24, 2017, staff will present the State SIP Strategy for the Board's consideration, together with the Final Environmental Analysis, and Response to Comments on the Draft Environmental Analysis.

Public comments were received on the Revised State SIP Strategy. CARB staff have determined that there is no significant new information that would require the Environmental Analysis (EA) to be recirculated. Therefore, CARB is not soliciting comment on the Final EA for the Revised Proposed State SIP Strategy.

Proposed 2016 State SIP Strategy

On May 17, 2016, CARB released for public review and comment the Proposed 2016 State Strategy for the State SIP Strategy, describing proposed measures to achieve the reductions necessary from the mobile sector and consumer products to meet federal ozone and PM2.5 standards over the next 15 years.

CARB is working with local air districts on development of regional SIPs and soliciting stakeholder input on the proposed measures in the State SIP Strategy. This includes workshops and participation in local air district outreach efforts.CARB staff presented the State SIP Strategy to the Board at the September 22, 2016 Board hearing to receive Board direction and provide the public an opportunity to comment on the proposed strategy and individual measures. Based on Board direction, staff will present the State SIP Strategy and Final Environmental Analysis (EA) to the Board for consideration in 2017.
